During winter time bees gets ship for pollination season, after the bloom starts falling new splits gets made.( single hive with a couple frames of brood in the hive and bees to cover the brood to keep it warm)
When putting new Queen cell in make sure all hive are equalized with bees to protect the brood and new Queen cell.
When you place the new cell in the hive make sure it's in the middle of the brood between frames and far down in the middle to keep cell warm, the emerging workers will accept the queen and feed her. (there is always that chance of the queen not being accepted or can be a drone layer.)
The new hive will grow and by the time it's big enough to get second box put on the Queen can lay more eggs and the hive can grow bigger to get ready for the honey season.
